Further to the Embassy’s Public Advisories on the entry regulations into the Philippines, the public is advised that entry regulations into the Philippines beginning 30 May 2022 have been issued by the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases Resolution 168 on 26 May 2022.

The public is strongly advised to read the IAFT Res. 168 guidelines very carefully, the copy of which can be viewed from the IATF webpage.

Foreign nationals:

All foreign nationals must be fully vaccinated, except only for minor children below twelve (12) years of age traveling with their fully vaccinated foreign parent/s, to enter the Philippines. Proof of full vaccination will be required prior to embarkation at the first port of embarkation and upon entry into the Philippines.

Foreign nationals who are “fully vaccinated” against COVID-19 are those who received the second (2nd) dose of a 2-dose series or a single dose COVID-19 vaccine more than fourteen (14) days prior to the date and time of departure from the country/port of embarkation (“Primary Series COVID-19 Vaccination”).

The following are acceptable as proof of vaccination:

1. 1. World Health Organization International Certificate of Vaccination and Prophylaxis (WHO Carte Jaune);
   2. VaxCertPH;
   3. National or state manual/digital vaccination certificate of the country/foreign government;
   4. Other proof of vaccination permitted by the IATF.

The Certificate of Genesen or Recovery is not accepted in the Philippines.

A negative Reverse Transcription - Polymerase Chain Reaction (RT-PCR) test taken within forty-eight (48) hours, or a remotely supervised, or a laboratory-based rapid antigen negative test result administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic, pharmacy, or other similar establishment taken within twenty-four (24) hours, prior to the date and time of departure from the country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided, that, he/she has not left the airport premises or has not been admitted into another country during such lay-over, is also required.  The following, however, shall be exempted from the pre-departure (RT-PCR / antigen testing) requirement:

1. 1. Foreign nationals aged 18 and above who have received primary series COVID-19 vaccine, and at least one (1) COVID-19 booster shot.
   2. Foreign nationals aged 12 to 17 who are “fully vaccinated” as stated above; and
   3. Foreign nationals aged below 12, regardless of their vaccination status, who are accompanied by their parents or guardians who have been fully vaccinated (“Primary Series COVID-19 Vaccination”) and have received at least one (1) COVID-19 booster shot.

Foreign nationals who fail to fully comply with the conditions and requisites shall be subject to the appropriate exclusion proceedings.

Incoming foreign travellers should have passports valid for a period of at least six (6) months at the time of their arrival to the Philippines.

Except for former Philippine nationals and their foreign spouses and/or children who are travelling with the former Philippine national and availing themselves of the Balikbayan Privilege under Republic Act No. 9174, all other foreign nationals / temporary visitors are required to have valid tickets for their return journey to the port of origin or next port of destination corresponding to their permitted/allowable duration of stay under a valid visa or visa-free entry, as the case maybe.

While travel insurance as an entry requirement for foreign nationals is no longer required, it is highly recommended.

Once admitted into the Philippines, they are no longer required to observe facility-based quarantine but shall self-monitor for any signs or symptoms for seven (7) days.

Foreign Children travelling with Filipino nationals:

A foreign child/ren below twelve (12) years of age who are not vaccinated traveling with their fully vaccinated foreign parent/s must follow the entry, testing, and quarantine protocols of their Filipino parent travelling with them.

A foreign child/ren from ages twelve (12) to seventeen (17) years of age travelling with their Filipino parent, shall follow the protocol based on their vaccination status (i.e., vaccinated or unvaccinated). In the case of their unvaccinated minor children, either foreign or Filipino parents should accompany such child or children during their facility-based quarantine.

Fully vaccinated Filipino nationals:

Filipino nationals may enter the Philippines provided that they comply with the following requirements:

1. Fully vaccinated nationals shall carry/possess an acceptable proof of vaccination as indicated above;

2. Present a negative RT-PCR test or negative antigen test as indicated above. The following, however, shall be exempted from this pre-departure requirements:

• • Filipinos aged 18 and above who have received primary series COVID-19 vaccine, and at least one (1) COVID-19 booster shot;
  • Filipinos aged 12 to 17 who are “fully vaccinated” / have received their primary series COVID-19 vaccine;
  • Filipinos aged below 12, regardless of their vaccination status, who are accompanied by their parents or guardians who have received primary series COVID-19 vaccine and at least one (1) COVID-19 booster shot.

Unvaccinated, Partially Unvaccinated, or Individuals whose vaccination status cannot be independently validated

1. Present a negative Reverse Transcription - Polymerase Chain Reaction (RT-PCR) test taken within forty-eight (48) hours, or a remotely supervised, or a laboratory-based rapid antigen negative test result administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic, pharmacy, or other similar establishment taken within twenty-four (24) hours, prior to the date and time of departure from the country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided, that, he/she has not left the airport premises or has not been admitted into another country during such lay-over.

2. Required to undergo facility-based quarantine until the release of their negative RT-PCR test taken on the fifth (5th) day from date of arrival. After which, they will be required to undergo home quarantine until their fourteenth (14th) day from the date of arrival.

3. Unvaccinated individuals undergoing home quarantine will be monitored by the local government units (LGUs) of destination and their respective Barangay Health Emergency Response Teams (BHERTS).

The requirements for unvaccinated minor Filipino nationals as well as fully-recovered Filipino nationals with positive RT-PCR pre-departure test results are also outlined in the IATF Resolution 168.
