PROCUREMENT OF ONE (1) MOTOR VEHICLE FOR THE OFFICIAL USE OF THE EMBASSY FOR CY 2017
1. The Philippine Embassy in Berne, Switzerland, through the authorized appropriations under FY 2016 General Appropriation Act, intends to apply the sum of Three million and Five Hundred Pesos Only (Php 3,500,000) (Seventy One Thousand Two Hundred and Sixty Eight and 58/100 US Dollars only (US$71,268.58) being the Approved Budget for the Contract (ABC), to payments under the contract for the "Procurement of Motor for CY 2016." Bids received in excess of the ABC shall be automatically reject at bidopening.
2. The Philippine Embassy in Berne-Bids and Awards Committee (BAC) now invites bids for the "Procurement of Motor Vehicle for CY 2016," described as follows:

However, only bidders who have purchased the Bidding Documents shall be allowed to participate in the Pre-Bid Conference.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary "pass/fail" criterion as specified in the revised Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 9184, otherwise known as the "Government Procurement Reform Act of the Philippines" Bidding is open to all interested bidders, whether local or foreign subject to the conditions for eligibility provided under the IRR of RA9184.
4. Interested bidders may obtain further information from the Philippine Embassy BAC and inspect the Bidding Documents, Mondays to Fridays from 9:00 a.m. to 4:00 p.m, except on legal Swiss holidays.
5. A complete set of Bidding Documents may be purchased by interested bidders from the Embassy-BAC upon payment of a non-refundable fee in the amount of CHF 100.00.
It may also be downloaded free of charge from the website of the Philippine Embassy website (link) and from the DFA website, provided that the bidders shall pay the non refundable fee for the Bidding Documents not later than the submission of their bids.
6. Bids must be submitted to the Embassy- BA Con or before 28 February 2017,
at 10:00 a.m. All bids must be accompanied by a bid security in any of
the acceptable forms in the amount stated in Section 27.2 of the IRR of RA.

Bid Opening shall be on 28 February 2017, 2:00 p.m. at the Philippine Embassy in Berne, Bids will be opened in the presence of the bidders or their authorized representatives who choose to attend. Late bids will not be accepted.
7. The Philippine Embassy reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without incurring any liability to the affected bidder or bidders.
