INVITATION TO BID

Project:  PUBLIC BIDDING: Sale of one (1) unit used Motor Vehicle of the Embassy - Mercedes Benz Model E30 Classic 7 G Tronic

The Philippine Embassy invites bids for the sale of one (1) unit used motor vehicle of the Embassy, as described in the Price Quotation form, on "as is, where is" basis.

Minimum Bid Price: CHF 11,500.00

Interested buyers are required to submit the following in a sealed envelope to the Embassy c/o BAC Secretariat:

            1.  Name and Profile of the Company, business permit

            2.  Descriptions

            3.  Final quotation or bid amount

Interested bidders may schedule a visit with Mr. Florencio Francisco/ Mr. Abner Sto. Domingo through the address and telephone number indicated below from Monday to Friday, except on holidays, between 09:30 a.m. and 4:30 p.m.:

TIME & PLACE FOR RECEIPT OF BIDS

Sealed bids will be received until 5:00 PM on 24 August 017 at the Philippine Embassy.  Submission of bids after the designated time and date shall no longer be accepted.

ELIGIBILITY CRITERIA

Any person, partnership or corporation complying with the prescribed rules and regulations may participate in the sale by public bidding.

No government official and employee shall directly or indirectly give, nor shall any prospective or intending bidders be entitled to, any information regarding the bidding on the prospective bidders, other than what is contained in the Bid documents, or disclosed  the official announcement of bid results.

BID CURRENCY

In all bids, prices shall be expressed in written words and figures in Swiss Francs.  In case of discrepancies, the prices in words shall be considered as the bid price.

VALIDITY OF THE PROPOSAL

A bid will be deemed valid for a period of sixty (60) days or as stated in the Bid form.

WITHDRAWAL OF BIDS

A bidder may be allowed to withdraw his bid before the time of opening of bids.  His bid shall be returned unopened.  After the opening of bids, no bidder shall be allowed to withdraw his offer.

RESERVATION CLAUSE

The Philippine Embassy reserves the right to reject any or all bids and to waive any formality found therein and to accept such bids as maybe considered most advantageous to its interest, without any obligation on the part of the Embassy to explain the reason thereof.

ACCEPTANCE OF THE BID

The Bidder whose bid is the highest, responsive and which is most advantageous shall be declared the Successful Bidder.

FAILURE OF BIDDING

BAC shall declare the bidding a failure in any of the following cases:

  • There is no bidding participant;
  • Only one (1) bidder submitted a bid;
  • All bidders failed to comply with the terms and conditions and failed to comply to meet the minimum bid price.

AWARD OF CONTRACT

Award shall be made to the highest complying bidder.  A contract / Notice of Award letter shall be issued to the successful bidder after approval of the HOPE/approving authority.  The award shall be cancelled, rendered ineffective if the winning bidder fails or refuses to sign or acknowledge the Notice of Award within seven (7) days after receipt of written advice.  In case of "TIE" between two or more bidders, the winning bidder shall be determined through DRAWING OF LOTS.  

PAYMENT

The offered bid price shall be paid in the form of cash, check or e-banking by a reputable bank.  Full payment shall be made within five (5) working days.  In case of failure of full payment within the prescribed period, the awardee shall be penalized through cancellation of the award and forfeiture of the bond in favor of the Embassy.

CLAIMING OF AWARD

Claims shall be made only by the awardee, after the bid price is fully paid as evidenced by an official receipt/ bank transfer credit advice.  The buyer shall sign an acknowledgment receipt of the items.  Claims shall be made only during official government working hours.  Claims shall be made within the period fixed by the Disposal Committee but not after awarding.  Failure on the part of the awardee to claim the property within the stipulated period shall have the effect of cancellation of the award/contract.  All expenses incidental to the withdrawal of the items shall be borne by the awardee.
